Unlockable weapons (URAGAN-5 PISTOL, Sz.-336 SMG, AM-69 AAS RIFLE, S1000 SHOTGUN, M2000 SNIPER-D, and FB MR R-LAUNCHER) are NOT allowed. This only applies to the guns laying around the mission start area.
