「計画的陳腐化」は新しい概念ではない。この言葉は1932年、世界大恐慌（Great Depression）のさなかの米国で生まれた。不動産デベロッパーのバーナード・ロンドン（Bernard London）が、産業と成長の刺激策として消費財の意図的な老朽化を提案した。
計画的陳腐化とは、家電やコンピューター、電子機器のメーカーが自社製品の寿命を縮めたり、修理を不可能にしたりすることで、消費者に頻繁な買い替えを促す戦略のこと。
ソフトウエアの陳腐化と言えば、新しいソフトウエアとの互換性が無くなったコンピューターが使えなくなることを指す。
また、スマートフォンのように、新機種が発売されるたびに消費者が買い替えることを審美的陳腐化という。
2007年以降、世界で70億台のスマートフォンが売れたが、新機種が次々と登場しなければこれほど売れないはずだ。
特にスマートフォンの環境への負荷の8割を占めるディスプレーの製造は、資源の枯渇、有害物質の放出による生物多様性の消失、温室効果ガスの排出を引き起こしている。
例えば2016年に世界で4470万トンも発生した電気電子機器廃棄物にはどう対処すべきだろうか？ リサイクルされたのは2割にすぎず、残りはアフリカなどの埋め立て地で処分されたり、焼却されたりした。
計画的陳腐化が産業界の戦略であると証明するのは難しいが、フランスは2015年、世界に先駆けて計画的陳腐化を違法とした。
