英政府 香港報告書を発表「国安法」廃止を呼掛け
5月25日、イギリス外務省は、香港に関する半年ごとの報告書を議会に提出し、昨年7月の国連人権理事会の国家安全保障法廃止勧告を実行するよう北京と香港政府に要請しました。
報告書は2022年7月1日から2022年12月31日までの期間を対象としており、ジェームズ・クレバリー(James Cleverly)外務大臣は前書きで、中国が「英中共同声明(えいちゅうきょうどうせいめい)」をはじめ、中国側が自発的に受け入れた国際的な義務を遵守(じゅんしゅ)するよう、イギリスは引き続き強く求めていくことを表明しました。
共同声明によりますと、香港の主権を引き渡した後、「一国二制度(いっこくにせいど)」の原則の下、北京は香港の資本主義制度と生活様式が「50年間変わらない」ことを保証(ほしょう)し、香港の人々の人身、言論、集会に関する自由が保障(ほしょう)されることになるといいます。
しかし、北京は香港への支配を強め続け、2020年以降、香港に「国家安全法」を強制的に実施し、最近では、香港特別行政区議会の議員定数を大幅に削減しようとし、さらに「法律従事者条例」を改正し、香港で十分な弁護士資格を持たない海外の弁護士が国家安全保障関連の事件に参加するためには、事前に申請し、香港特別行政区行政長官の承認を得ることが必要になり、しかも行政長官はその決定をいつでも変更できる権限を持っています。
クレバリー氏は去年2月の国連人権理事会で、香港政府が国家保安法や時代遅れの「煽動罪(せんどうざい)」を使って政府に反対する人々を迫害し、著名な民主化運動家、ジャーナリスト、政治家などを意図的に標的にして、彼らを黙らせ、風評で彼らの名誉を傷つけていると強調しました。
