私が若いころは一般会計が50兆円でしたが、今は100兆円になっています。
1975年21兆円、1985年53兆円、2009年101兆円。2020年147兆円。21円142兆円
国家予算が倍になったのに、国民の生活レベルや幸福度は上がっていません。
逆に、中間層が減って貧富の格差は広がり、幸福度は下がっていると思います。
官僚機構はほっておいたら不可避的に拡大し、予算はどんどん増えています。
これが官僚制の逆機能と呼ばれるものです。だから効率化をうたうデジタル庁ができても
ひとつも官庁は減らず、省庁が増えただけです。こども庁とかスポーツ庁とか、そういうのも
別に文部省内にあれば良いだけです。正直、組織人員数を半分にしても回せる仕組みは作れます。
44兆円の医療費や、国民負担率が48%と言われている状態。戦国時代、5公5民とか、4公6民という税率がでてきます。こんなにデジタル化した社会で、なぜ、昔と変わらない負担になっているのか。こういう問題を2016年開始のマイナンバーを例に考えたいと思います。
