相手がおめかししていて、きっとこれからデートかパーティーかに行くのかなあ、素敵だなあ。という時に、相手が普段と違う雰囲気なのを褒めつつもWhere are you going?(ドコいくの？)という尋問調ではなく詳細を促す表現です。

意味的に大事でも何でもないのに、発音しづらいせいで変に音量が出ちゃう音ワースト１、the。特にIs the, was the, what's the, where's the... be動詞直後の定冠詞は鬼門です(笑)
上手にできないこと、思い通りに進まないことは、時間をかけて解きほぐしていくのが一番の近道だったりして。
あとof theっていう超面倒コンボもあるのですが(笑) それはまた、別の機会に。
