「桜花」は機首部に大型の徹甲爆弾を搭載した小型の航空特攻兵器で、母機に吊るされて目標付近で分離し発射される。その後は搭乗員が誘導して目標に体当たりさせる。一一型では母機からの切り離し後に固体燃料ロケットを作動させて加速、ロケットの停止後は加速の勢いで滑空して敵の防空網を突破、敵艦に体当たりを行うよう設計されていたが、航続距離が短く母機を目標に接近させなくてはならないため犠牲が大きく、二二型以降ではモータージェットでの巡航に設計が変更されている。
連合国側からは、自殺（攻撃）を行う「愚か者」の機体との意味合いで、日本語の「馬鹿」にちなんだBaka Bomb（単にBakaとも）というコードネームで呼ばれていた。
終戦までに11型が製造され755機生産された。桜花で55名が特攻して戦死した。専門に開発され実用化された航空特攻兵器としては世界唯一の存在と言われる。
