　蒲島郁夫知事は９日、熊本地震の発生から２年を前に熊本日日新聞のインタビューに応じ、自宅を失い仮設住宅に入居する被災者約４万人の住まい再建について、「選択肢を示さずに退去を求めるようなことは絶対しない」と述べ、最後の１人まで支援を続ける姿勢を強調した。
　県が今年１月に公表した仮設住宅入居者の意向調査では、約４万人（１万７５０７世帯）のうち、住まいの再建時期を２０１９年度と答えたのが３３％（５３６１世帯）、２０年度以降が４％（６５９世帯）で、不明も１２％（１９２４世帯）あった。
　知事は目標とする１９年度中の再建完了に向け、「生活困窮や障害など複合的な課題を抱える世帯の支援が課題」と指摘。対応策の一つとして今年１月、被災地を抱える県上益城地域振興局などに看護師や福祉行政経験者ら３人を配置し、相談体制を強化した。
　原則２年間の仮設住宅の入居期限延長についても、「書類だけで形式的に判断せず、個々の事情を勘案する。延長を認めない場合も住まい確保の方法を示す。このスタンスは貫く」と語った。
　一方、この１年間の対応については「住まい再建に向けた基礎づくりはある程度進んだ」と評価。理由として、被災宅地の復旧や災害公営住宅の工事着手のほか、仮設住宅の入居期間延長、復興基金による住宅ローンの金利助成などの支援策を列挙した。

　熊本地震から２年を迎えた４月１４日夜、２度の震度７に見舞われた益城町の仮設団地では追悼行事があり、犠牲者に祈りをささげた。住民らは竹あかりをともすなどして復興への思いを新たにした。　
　同町小谷のテクノ仮設団地では、住民らが風雨の中、広場に約千個のＬＥＤキャンドルを並べて「忘れない　４・１４・１６　益城町」の文字を浮かび上がらせた。
　犠牲者に黙とうし、献花。同団地で暮らす村田千鶴子さん（８４）は「あっという間の２年だった。周りの人に支えられて、きょうまで頑張ってこられた」と話した。
　同町木山の木山仮設団地では、集会施設に竹灯籠約３５０個を並べた。仮設の子どもたちでつくる合唱団「スマイルナンバー１」が震災からの復興を願い歌い継がれている「しあわせ運べるように」などを歌い、前震が発生した午後９時２６分には黙とうをした。
　同団地東自治会の荒瀬芳昭会長（６８）は「雨にも地震にも負けてられない。明るく元気に、前を向いて生きていきたい」と力を込めた。
